I think the problem is not to have copies of the text in different
documents. Therefore it would be helpful to insert a section (Insert -
Section in Writer menu) for every single language, linking to the
original text document for that language. Then only the original text
has to be updated and the handbook will ask for updating the sections on
loading the document. Then the handbook will be up-to-date automatically.

Do you just want to be able to write in different languages? You can do
it already by manually applying a language attribute to the different
parts of your document. In future we will have better means for that but
for the time being you have to use the "Format - Character" dialog for that.
If you wanted to have a document containing text in two languages where
always only one part is visible Frank Meies' tip would be helpful. As
you are not subscribed to the list I recommend to check the archive for
