OpenOffice is very good at opening MS files and working on them to save
either in the native format or in MS format, but note that for Access
databases, you can only deal with the tables -- queries, forms, and
reports don't translate.

It depends on what you mean by fully compatible.
MS Word and Excel cannot open files saved in OpenOffice format.
However, you can choose, from within OpenOffice. to save documents in
MS format -- for example, you can save a text document in MS Word
format, and an Excel document in MS Excel format. Then MS Office can
open them.
Whenever saving across formats like that, there is a chance of
something getting lost in translation. Simple documents come across
very well. The more complex the document is, the greater the chance
that something won't translate perfectly.
