MS Word has a facility for creating document outlines, and viewing

What and where is the equivalent functionality in OO 2?

There is no corresponding feature to View > Outline in MS Office
provided in OOo (yet). It is a fairly popular request for enhancement.
You can get something similar to that view using the navigator (F5).
Click the plus sign next to "Headings" and you will see all the
outline of your document. You can change the visible levels, move one
chapter within the document, promote it or demote it... You will not
be able to see the text under the heading though.

Hope this helps.

Cheers,

Michele
