Your second suggestion is correct: it is there, but perhaps a bit hard to find.

Use separate page styles for your first and subsequent pages. There are default page styles called "First Page" and "Default", which will suffice.

o  Create your first page in First Page style.
o To get to the second page, use Insert | Manual Break... | Page break, but before you select OK, select Default for the style of subsequent pages within this dialogue. o Insert a footer with page numbering into the Default page style. It will start at "2".

You can either have no footer in your First Page style, or else a footer without the page number.
