I just found something that may help. I created an unnamed toolbar like
Kenn's. When I added a command to it, it was renamed to
custom_toolbar_2. This happened after closing openoffice and the
quickstarter and starting it up again.

May be there is something like 'custom_toolbar_1.xml' ...
