That stops the 'Welcome' and registration happening on the next boot,
but also stops Quickstart from appearing, and on the first attempt to

Install again, uninstall the present offender holus bolus, reinstall and
reregister.

Which are the values of 'Setup.xcu' in your user-directory?

Is it similar to

?
And in FirstStartWizard you had input your name and finished the
registration dialog with 'OK'?
If you are sure, all was completed, and one of these values in
'Setup.xcu' is 'false', rename 'false' to 'true' and restart OOo
(closing quickstart.exe, too) ...
