For information (and haven't checked if it has been said already), there is a 
second font color button that behaves more clearly, see here :

It makes sense to me. If no text is highlighted, clicking the font colour button changes the cursor to the paint can icon to indicate that any thing that you select with that cursor will be painted with the colour you've selected. If you select some text before clicking the font colour button, the cursor won't change, but the text colour changes immediately.
