I think that your analysis is probably caused by an options setting
rather than a bug (at least I hope so as I can't recreate it).

Please look at:
Tools|Options|OpenOffice.org|Security
check under "File sharing options for this document" and see if perhaps
the "Open this document in read-only mode" has been checked. There may
be others
