why can't I send a document in Openoffice to recipient by e-mail or print

Probably because the recipient is using Microsoft Office which can't read or
write OpenOffice documents although OpenOffice can read and write Microsoft
ones. Bill Gates has a project in hand to rectify this deficiency in his
product.

Either
1) save the document in MS format using File>Save As and choosing MS Word
format. Send the result.
Or
2) save (Export) the document as PDF. Send the result.
Or
3) send directly (without saving) as Microsoft Word or as PDF.
See the Help for details of how to do the above.

Alternatively, persuade the recipient to install OpenOffice. It's free
(unlike MS Office); support is free (unlike support for MS Office); many
would argue it's better than MS Office.
