Hi David
Is your project to be printed, or submitted electronically? If the
latter, you may have significant problems, because OOo formatting
doesn't always translate exactly to MS Word formats.
Perhaps you can submit .pdf?
You can achieve centring of text/pictures on a page by putting it in a
text frame, you will find some discussion of the technique in the mail
archives. This should produce printed output (or a pdf) if that is what
you need.
