This is a very common problem with Windows users. Harold Fuchs has suggested
the following:
First try the following:
1. Disconnect your computer completely from the internet.
2. Disable your Antivirus (AV) and firewall software.
3. Try the install again.
4. Regardless of the result, restart your AV and firewall and reconnect to
the internet. Never leave your system connected to the net if your AV and
firewall are not both running properly.

If the above worked, hoorah. Stop reading now.

If not, read the Microsoft article at
http://support.microsoft.com/kb/290301. Download and run the program
it talks about.
