I forgot to tell you guys that I am running Windows ME.
Is this a problem. Form the MS website is appears that ME requires
the Windows Installer Version 2. If required can I install Version 3?

*Windows installer.V 2.00.2600.2* seems to be the right version for
WinME - I couldn't find a newer version ...
You tried running ->
<msiexec /i C:\[path_of_unpacked_OOo_files]\openofficeorg22.msi> ?
(path is described in 'properties')
You also could right-click at 'openofficeorg22.msi' and then choose
'install' (so it was done successfully with WinME by another user who
had the same error message as you had).

You could try before:
Start -> Execute ->
(1) <msiexec /?>
If the result is at least 'Windows ® Installer. V 3.01.4000.1823',
there's no need for you to update.
Then have a try with:
(2) <msiexec /i C:\[path_of_unpacked_OOo_files]\openofficeorg22.msi>
