I still think the closest I have got to restoring things is:
Tools and then select Customise
It is just that I could not get what I selected to go to the toolbar.
All I got when I clicked "add" was a useless "Add commands" box.
There is something about that stupid box I need to understand.
Perhaps as described:
(1)
To add a command to a toolbar, select the category
[e.g. 'Format']
and then the command.
[e.g. 'Bold'].
(2)
Then drag the command to the Commands list of Toolbars tab page
in the Customize dialog.
[from box 'Add Commands' to
box 'Customize'|'ToolbarContent'|'Commands']
