Virtually all of the speech recognition work is done by organizations that want closed source, and everything wrapped in patents. I'm not sure if GPL 3 will help, or hurt the FLOSS projects that are tackling this issue. My guess is that programs will be self-voicing, then rewritten for voice commands.
