You can't make this change. There was a lot of discussion on this forum about a year ago and about all you can do is shrink capital letters down to the size you want and use those instead.

There used to be an issue about this on the OOo website, but I can't find it now. I recall a number of OOo staff people claimed not to see the problems, not understanding that small capitals smaller than lower case characters is wrong.

What should be done, ideally, is that small caps should be sized to be about 5% more than the distance between base-line and x-height in a font, and on top of that the user should be allowed to adjust.

Still, a quick fix would be to make small capitals larger now but merely changing the magic number hidden somewhere in the code.

But it isn't done.

Which means that the small caps feature in Open Office is currently useless in OpenOffice.org if you want to use good typography with most fonts.
