Language packs, including French, are here: 
http://projects.openoffice.org/native-lang.html
I don't think any non-US English packs are available for 2.2 but the 
differences will be small or even non-existent; the key thing is to get 
the right dictionary for whichever species of English you need. Use the 
Dictionary wizard - File>Wizards>Install  new dictionaries - to do that

Absolutely no idea why it's not more clear on the web site. I agree it is too 
hidden inside remote sites. In the past, the language pack location used to 
change a lot, it was a real pain to find them.
