I haven't heard of this on XP, but several times on Vista. I'll repeat
my reply from another thread:

Are you trying to install the version with Java (JRE)? If so, try
getting Java separately ( http://www.java.com/en/download/index.jsp ),
install that, then get the OO without Java.

This worked for me and at least two others that I know of.

This problem was previously reported as a bug (issue 2167), but the
developer was unable to reproduce it and closed it. I have entered a
comment and asked that it be reopened.
