I don't believe this is true. I have Outlook Express and it does not have a spell checker. I've heard that third-party spell checkers for Outlook Express are available, generally for a price, but I have not investigated.

This information from Outlook Express help:

"Outlook Express uses the spelling checker provided with the following Microsoft Office programs: Microsoft Word, Microsoft Excel, and Microsoft PowerPoint. If you do not have one of these programs installed, the Spelling command is not available."
