I've seen circulators gather signatures for a ballot
initiate that will allow "x", and a ballot initiate that
will disallow "x".  When they turn in their sheets, the same
people signed both petitions.

Will that really reflect what the majority wants?

I'll also point out that a good circulator will persuade
people to sign petitions that they (the signer) oppose.
