No, there is no cost in the sense that you required to pay someone for
the privilege to use the software.  Even if you bought open office from
a supplier for your personal use, you are still free to use it for
business (or pretty much anything else) without paying anyone.
 
There are some other "costs" in the sense that not all MSWord documents
will be read correctly by OOo.  This is particularly true for MSWord
documents that use the outlining format (the text will be OK but the
numbering will probably be lost).  From a business perspective there can
be a "cost" in having to deal with such a problem.
