I certainly agree with point b. It's one reason the US has less and less
respect worldwide. Unfortunately.
Well, yes and no.
If you send something illegal to someone in California and you do not
live in California, they will try to track you down and punish you. I
expect any government to do that.
I am not really sure what (b) means. If it means that they try to
prosecute people breaking laws that affect people in the US, yes, they
do that. For example, they are likely to care about identity theft and
it seems even US copyright (software pirates, for example). They even
let it go the other way. For example, A US citizen used a drug to rape
and drug many women (around 100); he recorded this on video. A US
citizen went to Mexico, and he brought a Mexican Policeman with him to
arrest the rapist. It was the US Citizen that applied the hand cuffs so
he is guilty of a misdemeanor crime (low level crime) in Mexico. The US
Government is willing to extradite this man to Mexico. In other words,
they will send people back to a country for doing something that is
legal in the US (this is his job in the US).
Then again, none of this likely matters in the OOo Forum.
Nevertheless, I have no intention of paying attention to silly California laws
in any case.
In a city near by, it is illegal to walk backwards while eating a jelly
donut. Just makes you want to go there and do it!
