They are not violating the licence; anybody is allowed to sell
OpenOffice to anybody who is willing to pay for it. Some vendors simply
charge a nominal fee for a CD plus P&P - a useful service to those with
slow and/or pay-per-minute internet access. Others sell enhanced
features and/or technical support and/or training. Others are merely
taking advantage of the uninformed - those who don't know they can get
it for free.
