Not sure how it could be clearer unless you are using a different web site from the one I'd expect you to use.
1. Go to www.openoffice.org
2. Click the big green "Get OpenOffice.org version 2.2.1" button
3. Click the big green "Download OpenOffice.org" button
4. Choose your Operating System - I presume Windows.
5. Wait till the file is downloaded to the folder *you* choose (desktop, perhaps)
6. Run the downloaded file

On the other hand, there is no "UK version". You can install a UK English dictionary so that your documents will be spell checked in that language but the default GUI is in US English. Even I, a renowned pedant, don't care about that. There are "language packs" that make the GUI appear in French, Spanish and other languages but there isn't one for UK English. You can also download several different dictionaries to have different documents checked in different languages or different paragraphs/sentences/words within a document checked in different languages. See the Help about dictionaries and/or browse the documentation pages at http://documentation.openoffice.org/

If you have a slow and/or pay-by-the-minute internet connnection you may prefer to buy the software on CD. There's a list of vendors linked from the download page under "Order Openoffice.org on CD". Expect to pay not more than USD/GBP10 for the CD plus P&P. Please note that we make no recommendations, nor do we provide any guarantees about any of the vendors; caveat emptor.

Alternatively computer magazines often carry OpenOffice on their free CDs/DVDs; just make sure (a) it's the lates version of OpenOffice and (b) it's the version for your OS - the Windows version won't run on Linux and so on.
