There is a setting in OpenOffice that is meant to create just this
effect.  Go to Tools | AutoCorrect... | Options.  Is there a tick
against "Ignore double spaces"?  Remove it.

Configuration options such as this seem to be stored per user rather
than per installation, so there is a configuration file somewhere in
your personal settings which retains this choice.  (In Windows, it is
in Application Data in your profile.)  These personal settings are
preserved across installations of the software, which is why
reinstalling the software - and even deleting the program files
folder - did not solve this problem.
