Issue # 1: They get added to sucker lists, and the number of junk calls they receive goes way up. Issue # 2: They do get a call from somebody offering to help them, who then submits a bill to them for a fee that the person who calls selects. Said person may or may not choose to disclose their rate to the individual, until after the support has been provided. Issue # 3: The phone number gets used to impersonate the individual.
