It's been my experience that the Quickstarter for Windows loads when you launch OOo the first time, and keeps loading after that until you tell it not to.

Find one of the OOo applications in the Start Menu and launch it from there. The Quickstarter should load when you launch the application, and it should remain running when you close the application. If you right-click it while it is running, you should be able to verify it is set to load when the system starts up.

I clicked on "Start" of my XP Home program and found an icon called "Text Document" and another called "New Text Document." Both of them gave me the 1.1.4 (older version of O-O not the newer one 2.2.1.
