What is the name of this stationary file that you saved? Is the name something like "FlowerBorder.png"? The last part of the file, such as ".png" or ".doc" will provide useful information.

Do you know if this file opens/imports into Writer? Look in the top bar of your window, it probably has the words "OpenOffice.org Writer" in the top.
I have Windows XP Pro on a generic "made for me" computer.  I use Windows 
Explorer and Outlook Express.
I was able to compose a letter in OO by using the Wizard and that was really 
smooth.
Can someone tell me what setting I need in order to activate the cursor to use 
on my imported stationery?

I am guessing that you might not be in Writer, but say "Draw". My next guess is that the file is read-only. If so, if you use File > Save As and use a new file name with a supported OOo extension, it might become editable.
