It sounds like you do have a Windows file association issue, so I suggest:

1. Delete (or move to another directory/folder) the installer program
you downloaded. It will probably have a name something like:
OOo_2.2.1_Win32Intel_install_wJRE_en-US.exe
or
OOo_2.2.1_Win32Intel_install_en-US.exe

2. Change your Windows file associations for .doc, .xls and .ppt files
to open with the Writer, Calc and Impress programs respectively. The
normal paths for these programs are:
Writer = C:\Program Files\OpenOffice.org 2.2\program\swriter.exe
Calc = C:\Program Files\OpenOffice.org 2.2\program\scalc.exe
Impress = C:\Program Files\OpenOffice.org 2.2\program\simpress.exe
