No. Sorry. If you uninstall MS Office then Outlook Express loses its
spell checker. You can get software, both free and non-free to add the
spell checking capability back into Outlook Express. I use a non-free
program from Isota - www.isota.com (no, I'm only a customer, not
otherwise connected). You can Google for others.
Alternatively, take a look at the discussion at

Alternatively again, switch from Outlook Express to e.g. Thunderbird
which is free and has spell checking built in - you just download the
dictionary for whichever language(s) you want (free too). It uses the
same dictionary as one of Mozilla's other main products, the excellent
(and free) Firefox web browser which, IMHO, knocks spots off Internet
Explorer.
