In Writer, go to Tools>Options>Language Settings>Languages and check the
following near the top of the pane:
1. User Interface set to "Default" or to something correct for you -
"English (USA)" probably.
2. Locale Setting ditto
3. Default language for documents set to English (USA).
Note: there ought to be a check mark and a little blue "abc" against the
name of the language. If not you'll need to download the appropriate
dictionary for the spell checker to work; nothing to do with this problem
but ...

If any of the above is/are other than what it/they should be, change it/them
and restart OpenOffice. Oh, if you have the Quickstarter running, stop it
before changing any of those options. It may be fixed now but Quickstarter
used to interfere with changing that sort of setting.

Also in Writer, go to Tools>AutoCorrect>Replace and check the list to ensure
there's nothing weird there to do with at-signs (@) and/or exclamation marks
(!) Same comments about Quickstarter.

Hope this helps.
