Since OpenOffice.org is free to download, I wouldn't pay too much for
a CD, unless it contains interesting extras (other programs, clip-art,
templates). Otherwise a little above the cost of burning the CD and
sending it seems OK to me. Some sellers ask tens or hundreds of $$...

You could also try to download and burn a CD yourself at the public
libary or an internet café (or ask a friend with a fast internet
connection).
