It appears to be an Assistive Technology issue as  I find reference to "slow
keys" in this document:

I don't use KDE myself so how to turn it off is left as an exercise for the
reader.  But there should be a menu item somewhere on your main KDE menu (On
Gnome it's called "Assistive Technology Preferences") that you use to turn this
off and on.

Alternatively, you could just remove the KDE Assistive Technology rpm (assuming
that it doesn't have any necessary dependencies) and that should do it.

Alternatively to that, you could remove your kde setting directory (~/.kde  or
something similar to that, I suppose) and then set up your desktop again from
scratch, which shouldn't take too many minutes if you make a screenshot first
so you can get your panel icons in order and so on.
