That would depend on your operating system.

On Linux, you can put the OO config files in /etc/skel (along with anything
else that you want to have on the user's default desktop or home directory) and
all new users will inherit the files and directory structure from there.

I suspect there may be an equivalent method that you would use on Windows, but
I haven't a clue how it's done.
