I don't think you realise what a major undertaking this would be for an
open source project of this magnitude. You do realise that apart from
the coding there would be debugging for at least four operating systems
(Windows, Mac OS X, Linux, Solaris) all of which would have different
ways of configuring the update system. Not a trivial task when resources
for coding and qa are limited.
Nevertheless, if it is important to you and you are not in a position to
contribute resources, by all means search the bugzilla database and vote
for the enhancement request. Note you will have to register on the OOo
site and login to be able to vote.

On the weekend, I was looking for a diff tool to compare two binary
files and I came across many binary "patch" tools designed to offer only
changes to the bin file instead of the whole update.
Now what would be interesting is to see how large the binary changes are
between versions. It may not even be worth the work.
Of course with the amount of bandwidth being used for YouTube by people
on a daily basis, a single download once or twice a year shouldn't be a
big deal. Just slow.
