I think so.
The sheet tabs and the horizontal scroll bar share the same line, and
you can share the space each occupies as you wish. You have expanded
the scroll bar to cover the tabs completely. Grasp the vertical
separator (it's just above the space between "4" and "/" in your
picture) and drag it to the right to reveal the tabs again.
