You can.

Go to Tools>Options open the load/save tree and select the "General" branch.

There is a section called "Default file format".....

It is fine for "almost" all scenarios but the best bet is to try and convince your partners/associates/colleagues/customers etc to change to OOo. Send them the download link and tell them it's free when you send your files in ODF :-)
