If your "court" is using the newest file format of
*.docx, then you are not the only one that is
having trouble.
How many companies, offices, etc., will be required to
pay the $400-$500 to upgrade to the newest Office package?
If the courts are using *.docx, see if someone can find out
why they went to the new file format, and if they could go
back to using the older *.doc formats.
AND, yes OOo can read/write Word 97 to Word 2003 file formats,
but not the new Word 2007 .docx format. There are add-ins coming (betas are
here)
for older Word version and OOo 2.x versions to "read" the .docx
Open XML format. But those I have tried are not too good.

OpenOffice can read and write Word .doc files, but not .docx.
