that would achieve as much granular control as Draw.  I guess we would
have to use Draw for that.  Heh.

Oh, and you can also turn your page instead, by choosing landscape

rather than portrait

It looks like you will have to use Draw. I just opened a file in writer and looked at the Drawing Objects Properties toolbar. (View > Toolbars > Drawing Objects Properies) The Rotate icon is grayed out.

You could of course rotate the image in The GIMP, or even Inkscape and save the rotated image for use in Writer.
