OOo's template functionality comes partly from the files and partly from
a management layer. You can treat templates as normal files and get some
of the template functionality, but some things won't work as intended
unless you use the management functions. Unfortunately, OOo gives you no
cues as to how to do it correctly.
Normally, the template names listed in the File > Templates > Organize
dialog are not file names, they are /document titles/. When you create a
template and save it using File > Templates > Save, you are asked to
give the "New template" a name. The name entered there actually becomes
the document /title/. Later, working with the file, OOo sometimes
decides to change the filename and keep the same document title.
So, sometimes you access the template through it's file name, and
sometimes by it's title, and they're not always the same. An unfortunate
design choice.
