If you do some digging into the numbers and reports of irregularities, you will find that MS employees and partners helped national groups in seven countries to upgrade from Observer to Participating in order to vote yes, and rigged the votes in several other countries. In two of the latter, the votes were canceled (they abstained) after those irregularities were exposed. There have also been complaints and lawsuits filed in a few others. But they still only got 51% when the rules require two thirds. That 74% includes all of the observer countries, which are not counted in the official tally.

There were several interesting threads on this at www.groklaw.net over the past two weeks. There are a handful of countries that voted yes even though the proposed standard and its sole implementation do not support their national language.
