Well I get the same behaviour as you do. I tried to change some of
the options in Tools -> Options -> Load/Save -> HTML Compatibility
but to no avail. I can only imagine this is a limitation in the way
OOo renders HTML. You could raise an enhancement request for this, or
try searching to see if one already exists.
Someone else may have something more useful to say.....

save it as a HTML file then? If not then it is a problem with the
conversion program and not OpenOffice. You would probably be
better
served if you contacted them (which I see you have already done).
