For an alternative free Windows PDF editor that doesn't require any other 
software installed, see eXPert PDF Editor.  Of course there are great 
limitations on what can be edited. Many documents that look like text are 
actually encoded as bitmaps, so not editable.  And you can get some strange 
results trying to edit text that uses embedded fonts.  (From what I hear it 
is not that straightforward even with the expensive Adobe package.)  But at 
the minimum you can remove elements, add new text and images, change pages 
(insert, remove, extract, add), and edit bookmarks.
