One - probably better and certainly more flexible - way to do this is by applying borders to your paragraphs. With the cursor in the relevant paragraph, go to Format | Paragraph... (or right-click | Paragraph...) and then the Borders tab. Use "Line arrangement" to select a border above or below the paragraph, or both. Choose the line style and colour and, on the right, the spacing from the paragraph text.

You cannot move the resulting lines around the document, of course, as they are borders attached to the paragraphs themselves. But you hardly need to: you can very easily adjust the spacing from preceding and following material.

There is also an AutoCorrect option that you may or may not find helpful. If you type three identical characters from this set: minus, underscore, equals, asterisk, swung dash, hash mark, in a new paragraph and then press Enter, a (different) border will automatically be added beneath the previous paragraph.
