It is worse that that
USA government are using the M$2007 formats to do all
of their archives. SO if you want to read a document from
the USA archives, you need M$ or a converter. And the Libruary
of Congress is starting to use non-standard image file formats as well.

Welcome to Microsoft "lock in". Have your friend save in the older .DOC
format, which OpenOffice can open. Or better yet, get your friend to
