The most recent versions of OOo have a small program that accesses the
internet to see if there is a newer version of the software available.
That is most likely the problem you have.
Tools > Options > OpenOffice.org > Online updates will open a window where
you can turn off this feature. After than, soffice.bin should no longer
try to access the internet.
