If by "Specialcharacters from Turkey, you mean the normal Turkish characters in written Turkish like these: ğ ı ş ü ö then there should be no problem. They are all part of the Latin Extended-A character set and available from the Insert->Special Character... menu. Since you are using them frequently, you could set up a series of macros and then assign them to keys that you don't use otherwise or install a Turkish locale which will give you a normal Turkish keyboard (I don't know if you can do this in Windows).
