This path will allow you to change Windows-1252 to UTF-8 if you wish to
do so.

OK, if it's merely a question of setting the /default/, then, no, I
don't believe there's a way to do it. Perhaps you could create a macro.
a workaround could bet to CONVERT the csv file from ISO-8859-1 into
UTF-8, by opening it first in a word processor like writer and then
saving it again, as csv files are simple text files.
In writer try file -> open and choose TEXT ENCODED ISO-8859-1 file type
and then file -> save as and choose TEXT ENCODED UTF-8 file type
Unless he's processing the same file over and over again, that doesn't
help. What he wants to do is change the /default/, so the he doesn't
have to switch from the default UTF-8 to his desired ISO-8859-1 every
single time, so you're, in effect, advising him to do two operations
to avoid one.
I'm not sure but that there isn't a way to change the default, even
though I can't find it. I notice that my system defaults to
Windows-1252, rather than UTF-8. However, that may be a hard-coded
difference between his Linux build and my Windows build.
