You have to install it. Go to the downloaded file and click on it. It
should first unpack the installation files into a folder on your desktop.
Then it will begin the actual install itself. When that is done, go to
your Start menu and the All Programs folder. OpenOffice.org folder should
be at the bottom of that menu. Double click it to see all the applications
in OpenOffice.org. One of them will be Calc.
