Make sure that the styles used for headings (usually Heading #) are set in the
Tools>Outline Numbering dialog.

recall correctly) that still exports as PDF with bookmarks in OO 2.3.
Can't see any difference in the headings though. I'm sure I'm missing
something.... but what?
