Assuming you are using Windows you should remove the English version of
OpenOffice in the same way as you would remove any other program: not by
deleting files but by Control Panel>Add/Remove Software.

If you have not done this but have deleted files instead, then the correct
method (Control Panel>Add/Remove) might not work any more. If this happens,
read  and follow the instructions at http://support.microsoft.com/kb/290301
*before* first removing OO via Add/Remove and then installing the Dutch
version.
